Title: Howling.

So i always get a lower midrange howl in my monitors that sounds like it's occuring from the floor tom. So i end up lower the monitor levels overall to take it out.
I mix from stage when I'm playing so sometimes its a real pain when it happens.
I'm NOT a bass Player.
I do have gates on the drum kit but I just can't nail the feedback down.
I'm using a Carvin 1644 mixer and I'm using the first 2 monitor channels for our floor boxes and the other 2 for in ears,so I have the graphic eqs that are built in to the board for some freq control.
My set-up is Carvin 1644>driverackpa>tops MRS400 Yammies >Subs CS 800s to sp118s.
Everything is through the mixer,no amps on stage.

Do you have the floor tom mic in the floor monitors? It's usually best to not put any drum mics in the floor monitors at all.

No, no drums in the floor feeds. A little in the IEMs.

Volume. I turn them down.
I really think it's my Bass Players Fault.

The 9 band EQ on your Carvin is useless for solving Feedback or even "hot spots" in the frequency spectrum.  Each band is so wide that it takes out all the good sound with the bad - it's like turning down two octaves of keys on a piano to solve the problem of one key being too loud.  You need a 31 band or a parametric EQ.

Ya I'm thinkin that too.I do have gates on the Toms though and that has helped.
