I also have the same problem...
You can try to clean the pots,
reseat the ribbon cables
purchase the complete board from mackie part # 2037850-00
or the individual pots (if available) from mackie part #2038330
or try this not yet confirmed pot from ALPS RK09D117000C that is made specificaly for sound boards, but may involve cutting the shaft as it is 30mm and the mackie one is 25mm,and /or other modifications

I also have this gain knob scratchy noise problem on several pots

i am wondering if anyone has procured better 9mm  10k audiotapes pots. I know bourne’s makes an excellent  series , designed specifically for this application.

these are supposed to be sealed so i doubt cleaning fluid will do any good.

Well thanks for the topic,
I encounter same problem after i bought the DL1608 in a bargain price (around USD$60) from HMV HK when they're closed, which was their FOH console of their performance area

So I bought a spray bottle of Contact Cleaner, i don't think brand matter, I used 3M.
Take the whole unit apart, spray the pot from the side, there's a tiny hole on the side of the pot where the contact cleaner can get into the pot.
turn the pot back and forth a few times, you will feel it's much easy to turn after.
Wait for a while for it to dry, i use my hair dyer in cold wind mode to makes it faster.
put it back together and wah-la, it's like brand new again
