Just for yucks I picked up one of the $9.82 Tracfone smartphones from Walmart. Indeed as suspected it worked just fine as a WiFi device without being activated. It was even stoopid easy to root with kingroot

Wouldn't be that bad as a phone either - comes with "triple minutes" so a one year 400 minute activation ($85 on fleaBay) gives you 1200 minutes for the year.
